Construction Tender Estimate Checklist: 12 Checks Before Submission

Tender deadlines encourage speed, but a fast estimate is only useful when it covers the complete scope and reflects the commercial conditions. A short, disciplined review before submission can prevent omissions that later become margin loss or contractual disputes.

Scope and document checks

  • Confirm that the latest drawing and specification revisions were used.
  • Review addenda, clarifications, and pre-bid meeting notes.
  • List exclusions, qualifications, provisional sums, and client-supplied items.
  • Check that every BOQ section has been measured or deliberately allowed for.

Quantity and rate checks

  • Review high-value quantities against drawing dimensions and independent benchmarks.
  • Confirm material wastage, laps, leads, lifts, and productivity assumptions.
  • Verify supplier and subcontractor quotations are current and scope-complete.
  • Check arithmetic, units, section totals, taxes, overhead, and profit.

Risk and delivery checks

  • Allow for mobilisation, temporary works, testing, permits, and supervision.
  • Consider escalation, access limits, working hours, and programme constraints.
  • Match payment terms and retention requirements to cash-flow assumptions.
  • Complete a final commercial review and obtain the required internal approval.

Keep the submitted basis traceable

Archive the final BOQ, rates, quotations, assumptions, and submitted documents together. A traceable estimate helps the delivery team understand what was priced and gives management a reliable baseline for variation and cost-control decisions.
